You dont need a card, in fact you cant even get one if your not a resident. Ask for a guest pass and enjoy your day!

I think you might need a card. You can see if they will let you be a guest and get you online. I have a card and my own PC plus my cell phone to look up wat I need.... I hope I was a help to you.
