Yes it public access
It has always been a public access area expect after flooding when everything was washed out. The locals do expect anyone and everyone to pick up after their self. I've been with my husband's family for many years and they went many hear before I started going, like 20+ yrs. We have swam and hung out at the Rock for several hours at a time even with the officers patrolling by on the water. They're always friendly.
