You have to pay a small fee to dig on their property as the area is not public land. Most fossils found you can keep. The only exceptions is if you happen to find a new species or one that is very rare. In those instances they'll keep it for study and in the case of something new you're usually involved with naming it and get updates on it as it is studied, identified, etc.
