I think it is easier to ask forgiveness than ask permission. There is a realtor in town who periodically cleans 1st and spruce that doesn't get in trouble
Good question you can probably go in there and pick up trash but anything beyond that like cutting back brush or maintaining trails would have to go through public works or the Parks department.
Contact the Bidwell Park Watch, they're the volunteer group that organizes things like that.
I cant see anyone having a problem with yohr actions if you were picking up trash etc and doing so in an organized and sanitary way (ie gloves , trash bags etc)
Anyone can and should clean it up. Sometimes a group of volunteers clean or maybe you could organized ze a volunteer effort!!
