Is there a boat launch?

Yes there is a boat launch, it is on the north side of the lake... take Molter road until it ends on the lake. The way to get to Molter is get off the freeway at liberty lake WA, take the first left at the light, take the next left onto Mission and drive a mile. Molter is a right hand turn off Mission.

Not entering the park at this point of the park. I'm not sure if there is somewhere else on the lake that you can access the lake publicly.

Yes but I don't believe they have the docks out yet so it is a challenge to get onto the lake. You might check fish and game sites for more information.
