After initial equipment costs making your own is cheapest. However total attention to detail is required. There is no "set" formula for making bullets. You have to choose the powder, then determine the proper amount. Of for some reason a bullet doesn't receive any powder the cap has just enough power to jam a bullet in the barrel. In pistol bullets a few grains difference in the load can make a big difference in performance, rifle rounds are a little more forgiving. In short making your own can be fun but buying in bulk is way easier!
Buying bulk budget ammo i felt is a good bang for your buck
The start up cost for making your own is the expensive part after that the actual cost per round is around half of the retail price
