I was there 2 days ago the guy told me they're open 24/7
It doesn't close unless there's fireworks or state of emergency because of weather

Unless there's a weather advisory it should be open everyday.
As far as I'm aware the piers open 7 days a week
I will not post any thing unless I have received information from an official or seen it in black and white. Sorry. But I have stayed in hotels along that stretch of beach and have been walking late at nite ( 2300 hrs) and I have seen people on the pier as well as early in the morning( 5ish ) hope this might help.
24/7 unless closed due to weather!
