Yes as long as you have or purchase a surf fishing licenses. Not the same as a pier permit.
Yes, you can fish there. I noticed a couple people with reels but I'm not aware of any areas designated specifically for fishing.
Yes, you can fish in the Surf, but only on the West end of Pavilion (F) The East End Of Pavilion (A) and in between Pavilion (E) and Pavilion (C/D). Ask the employee at the Ranger station window for a Diagram of where you can and cannot fish.
