Most all of the beaches are public. Parking would be a problem in the summer last week when I wad there it was easy to find a spot. Best beaches are on the gulf islands National seashore nature area. Didn't see anyplace asking for permits. The dog beaches I saw have signs pointing the way
Pensacola has dog specific beaches. Most state parks wont let you take them on the beach
