I was wondering if this is a place that you can legally take your own car to, to see how fast it can go.... Can anyone drive this track? If so, does it cost anything at all?

They do test and tune on Friday nights and you can make passes in your street car or race car. I am not sure of the cost. You pay normal entry to get in the gate and a little extra for a tech card to go down the track.
