Yes cats are allowed. There usually aren't many if any campers so tents aren't normally there but I'm certain that they are welcome.

It's a corp of engineers lock and damage site, there usually pretty nice parks.

Yes, there are plenty of camping sites, especially on the perry county side. And yes cat's are allowed. There are predators out there, so keep you cat close.
