Hi Wes! West TN Skydiving used to have a tandem instructor who could take people under the age of 18 but that's no longer the case. Everyone must be 18 or older at this time.
I went with my 18 yr old son and we each did a tandem, but jumped at same time. If your question is can you do a solo each while jumping at same time, yes you can, but will depend on your certification/experience
