The park is opem 24/7, Night pictures are wonderful, You will love them. I never have any problem walking in this park, I feel that is safe, even though, It is always better to put attention to your surroundings.
It should be open, but covid may have affected that. Fairly safe, though the homeless in the area can be aggressive. When the lights are on it's adequately lit.
