As of Jan. 1, 2007, any person 16 and older fishing in North Carolina's public waters (excluding private ponds) must have a fishing license. So if its public water, then yes.

If you want a specific shelter on a specific day, then I recommend paying for a reservation. It's a good way to make sure the "first come first serve" rule doesn't apply. If someone else already reserved a certain shelter, then it'll have papers posted telling others that it is reserved. If you don't want to pay AND it isn't reserved for the day, I recommend you be there first.

Yes you can get out there for free if you early but if a person reserve it you have to pack up.

If you want one of the shelters with the grill or fireplace then yes you have to reserve them. There are a few picnic tables scattered throughout the park that you don't have to reserve. It depends on how big a party you're planning.
