Tesla chargers Ive used have always been a per minute charge. With my Model 3 the rate has been as high as 450 miles per hour, which at works out to $0.04 per mile when charge is $0.26/minute. Its better to have more frequent stops than fewer longer stops.
As of March 2019, it was $0.13 per minute for tier 1(under 60kw) and $0.26 per minute for tier 2(over 60kw). Charging a long range model 3 from 5 to 80 percent cost about $10 and took about 40 minutes in a blizzard with the heat on.
I believe in Indiana it is charged by the minute, likely 0.26/min I've never paid more than $13 for a full charge in my model 3.
