It's a State Park (not preserve), and yes, you are allowed to fish with a license. The website has more details about what seasonal rules there are.
It is not a preserve, it's a state park. Fishing is absolutely permitted, and pretty decent! If you're on the water I've seen people trolling around the islands, otherwise there's some ponds in the park to fish.
Seen quite a few people fish in the inland waters and the lake as well!
