I read on website that there's no boating or kayaking right now (May, 2019). Is that correct or is this old information.

That is current information as of last week

They were in process of redoing the waters. I would call first. Maybe they haven't updated the web site.

We were just there last weekend and it looked like it was almost full

Currently they are still in the process of refilling the park.
