I think you can at the public boat dock. The one at the Market Place is private. (You can call the dockmaster at both to see if they allow it)You would have to bring your own bumpers for sure.
I wouldn't think that they would be allowed with those huge cargo ships going by.

Not on River Street. Other areas and public docking places may have jet ski docking.
I didnt see anything in that area for that at all ..in fact most areas at the water were restricted areas
I am really not sure but I do know that all the times I have been there I have never seen any jet skis being used in that area
I have not seen any I would recommend going to the actual Savannah Beach Tybee Island or Hilton Head
I think just the ferries can tie off there.
