How do you file a complaint against a small business that you placed an order with in the River Street Market Place and they keep making excuses as to why I don't have my product yet although it was paid for and I still have the receipt?

Are you a locally resident? If not and you were visiting, it might not be worth any more of your time and effort. I don't know how much money you spent, but chances are you can write it off. Sorry to hear that.

Unfortunately the BBB can only ask on your behalf, but basically has no enforcement ability. You may need to contact the states or county/city consumer protection bureau. That's a simple google search. Good luck.
