Yes and no they have carts for visitors just call to reserve them the down fall is there are spots to where the handicapped can not go but you have access to see and do they are open year round.
Some of the paths are perfectly suitable for wheelchairs but I would say that having someone to assist would be important. Worth the visit.
Most of the main paths fit wheelchairs. You can reserve one in advance. There is handicapped accessible parking, bathrooms, and places to eat. Most of the gardens are planned for rest and view breaks. The shore walk would be difficult.
