Yes there are, however you will not be able to take the stairs to go all the way down to the falls but you can see them in a wheelchair.

To the overlook ...there is. At the lower falls (where you asked the question) the close up view on the island is not wheelchair accessible). To even get to the boat is stairs. For consistency, I will answer for upper falls to. The distant overlook is accessible but the close up view has open metal stairs.

Yes all trails are paved at upper and lower falls with great views.

The main trail is quite long and paved or boardwalk. All very wheelchair friendly. Flat, wide and smooth. The brewpub is easy to get to also!
