As I read it it was only a fee if you intended to use it for something other than personal use with the photographs note when I was there I saw multiple people getting their prom pictures taken.
Your own pictures are free. If using A photographer, they have to get a permit and pay.
I take pictures with my phone there but a professional there is always a fee for that.
