I don't think they'll close it for you. My wife and I renewed our vows for our 10 yr anniversary there. Not sure if its how you're supposed to do it but, we just showed up with our families and did it! Very nice setting!
The Shoals are managed by Wofford College's Nature Preserve. Call the college.
Maybe the city of Spartanburg or the county
If you do it on the side of the science research center, you could contact Wofford college. The other side of the river is run by Spartanburg County Parks
Check with the county parks department.
