Yes it is but there is a nice pool and beach at the campground.
I went during my spring break, and the weather was perfect, being at about high 60s to mid 70s. Just watch the wind. We went to Tybee island when there were about 30mph winds, literally with moderate sand dunes built up around out stuff by the time we left.
Any place in the South is hot in July. However, Creekfire has a large pool and lake as well as a clubhouse. From there to the Beach @Tybee takes about 40 minutes. Many good restaurants are within 5 miles, and has easy access to I-95.
