It's me again asking a question on the pipeline who do you think would be the one to contact to ask about possibly completing the handrails on the pipeline in the city of Richmond? What department at City Hall do I contact ?

I believe it has been left, like a lot of the old infrastructure, "as it was", and the use of it on those terms. It's not a formally recognized trail in the classic sense. I firmly believe in access for all abilities, but part of the RVA charm is that it offers rugged gems of classic adventure while maintaining so, so much that Is accessible to all.
