No, mainly due to health codes. Restaurants can be fined if it's not a service animal. Even patios can be off limits. It can vary by state. In Columbus, OH no dogs allowed on restaurant food service areas. Sounds like a good opportunity for dog owners to grab some takeout and eat at the local dog park (if you're fortunate enough to have one nearby). They may allow service dog yet due to kitchen having an open access point near bathrooms then no dogs allowed.
