Yes, the boardwalk is. You probably could do some of the dirt trails, but I would stick to the boardwalk.

Yes. There is a really nice boardwalk loop trail. I think it is about 1.5 miles but flat and easy. You can see large trees, wildlife, etc. Bring bug spray.

You can push a wheels chair on the boarkwalk area. There is one point where a downed tree makes you detour on the ground, you would have to turn back at that point though.
