Can you still get promissory notes? Use to be when they Ran out of the sale items they could give you a promissory note to come back when they Had it back in for the sale price.
Sure it has alot to do with the current shopping environment. People are stocking up more for the best deals, while companies are having supply issues to keep shelves full. Don't see a reason then for sales, people will buy it, because it maybe out tomorrow.
