No fee, The city website when checked on 7/2/18 says Non residents are only allowed 3pm-4:45pm then 7pm-7:45pm. They have been pretty strict on this since the remodel.
No fees, but slightly more limited hours than for residents.
If your a non resident you cant swim there.. You have to have a Manchester address
