Correct. The splash pad is the the only place at Rock Rimmon that contains picnic tables. Bench seats are available in the playground area. Otherwise there's a good sized patch of grass between the tennis courts and the playground that one can use for a picnic spot.
I just play pickleball there
I believe it's free for everyone. But if your going to hold any kind of event I would contact the city or MPD and ask them whatever question s you may have or the parks a recreation department.
