Does it have the nonresident restrictions year round or only when the pool is open?

The playground and trail are open year round to any visitors. The fields may have restriced use depending on league practices and games.

I've never noticed restrictions for general use.

I've never heard of any restrictions and I go to the park once a week for 4+ years. Maybe the pool does but I don't think so
