Baseball cards are items more for collectors. And unless you collect keys (my Hobbie when I was a kid had a personal collection of over 3000 keys), you will not find collectible items in Walmart. I suspect that's the main reason why we don't see baseball cards being sold at Walmart. Hope this helps!
