Yes, any era military veteran can shop at the commissary as long as they have a valid ID, which can be accessed through the VA.

No veteran can just shop at commissary. Veterans that are either retired or 100% disabled vet per VA. Have to have special ID. NOT the one the VA gives you. It's the one that looks like an old military ID. Retirees get this is and its BLUE. If you are 100% disabled vet, you get a similar ID, just a different color. It also has to say "commissary, exchange"

I think if you have a DD-214 you can shop on line at the commissary
