My wife and I go to Mounds about every day and camping is open until early December and the Park itself is open year round. No entry fee during the week and after the end of October until the beginning of April there is no gate fees.
Most State parks are open all winter, but I am not sure when the camping area closes
I dont know but the number is available to call an ask if they are open.
