Does this place have a happy hour, and what time does it start? If so, what specials do they offer during it, and would anyone recommend coming here for a beer and appetizers?

It does and it starts at 4:00pm. Lots of great daily specials ribletts on Mondays. A lot of beer choices as well as wine and a full bar, great service.

Yes. Happy hour is 3-5 and the appetizers are great!!
