I would like to hold my daughters first birthday there. Is it okay if I decorate not only the tables but the pavilion as well?? And is there any way I could reserve a spot or is it first come first serve?

Yes, pavilions must be reserved. Decorating is always okay. Hope her birthday turns out great!
