It's also a safety issue. Not all dogs are friendly and not all children like dogs or are not scared of dogs. There are many children who visit this part and use it on a daily basis. I'm sure there are many reasons why dogs are not allowed including the above and what someone else mentioned about the insurance rates. There's also the issue of cleanliness and dogs being picked up after.
