You can bring your own, there are no boot rentals for tubing. You can bring all of your own gear head to toe for skiing or snowboarding too but they offer rentals for skis, boards, boots, poles and helmets.
You don't need boots for tubing. Can wear whatever you have. I don't recommend flip flops though.
