Yes! Dogs are allowed! It really isn't recommend if they like to explore due to the fact there are many animals around and they could end up getting hurt, I do recommend shaver lake camp grounds as the ride down to Grey's is a very 4x4 styled road. I don't recommend taking expensive cars either as our 2014 Scion TC, 2015 Ford fusion, and even our AWD 2012 Chevy Traverse All got dings on the way up and down.
