Usually there is a sign posted in the bathroom that says if the bathroom is in need of service (i.e. cleaning or supplies) you should contact the management. I would suggest doing the same. It has been a very busy time of year and it's quite possible that the soap is running out faster than they are refilling it.

As far as the bathrooms go, they don't have paper towels most of the time I think because they use the electric air dryers. As far as the soap I can only remember may be once or possibly twice that they had no soap. Thank God I have sanitizer in my purse at all times. But the people there are very approachable most times so I would let someone in management know of the situation.
Yes I worked retail and around Christmas and new year's Walmart gets so busy and they never have enough staff. Most times the maintenance Associates AKA people to clean the bathroom pushing carts because there's so many shopping carts out in the lot and things like soap and paper towels get overlooked it's not like they do on a purpose I would just go up to one of the csm's it's the management in the front end where the checkout is and tell them they'll take care of it
It may have been missed if they were busy. I would notify an employee or manager to have it taken care of.
