I tore my nice winter jacket and I can't afford to replace it. It tore directly in the seam under the arm. Would this be something that this place could fix?

I would think this can be fixed. It's worth a visit and to ask them about it. While I haven't had your exact situation, I have had alterations done and zippers fixed, and they always do a great job.
