They are always too busy, to answer, and phone calls don't seem to be a high priority. If you're fortunate to get someone, they are usually clueless, or rude. Speaking from experience, myself.

Walmart and Kroger stores are bad about not answering the phone. Why? I do not know. Maybe because they are busy or because they simply do not want too. If you to reach someone you are put on hold. Speaking from my own experience. Never got through to adk my question at either store.
