most likely not, im pretty sure in MA there are laws & regulations when you surrender your pet you are agreeing that you can not longer provide the care the animal requires. But I would talk to someone at the shelter directly and see what they are willing to do for you.
Yes, most likey as long as you can prove you can carr for it. They will probably charge you for whatever vet procedures have been done.
