Always open. It's basically just a very small parking area on the side of the road and a hiking trail to the waterfall. There's also more trail that leads you up towards the head of the falls; you have to pass through a short, narrow rock tunnel to get there; kind of cool and not hard.
The tail is open everyday during daylight hours.
