What Judie said is correct. If you are a travel share owner it's free. If you are not due to your ownership share number being lower, it will depend on how long you need it.
We've stayed at Windsor three times, in various parts of the campus, and have had no problems. Like all shared systems it slows down a bit when it gets busy (e.g., evenings). We like the Windsor facility quite a bit.
The Wi-Fi can be pretty weak depending on where you're located.

Also there are a few available workstations with printers and free wifi in the main "lobby"
