Yes throughout. You can not camp at the parking and day use areas but adjacent to them is open. The areas like hwy 49 and south fork trails no bridgeport. No but if you go to the edges its fine.
There are campgrounds in certain places along the south, middle and north forks of the yuba river. I recomend the the north fork.
