Any public restrooms within walking distance of the Church Street Marketplace?

There used to be plenty of restrooms in the mall, but since they renovated, the only one left is in Starbucks. It's directly on your left when you enter the mall from Church st. No purchase required to use it, but be prepared for a decent line and wait time.

There should be some in the Town Center mall

There are public restrooms in the town hall but only during their hours of business, otherwise ask in the restaurants.

Yup, a nice cold beverage in the Ri Ra. No roadside toilet key required! So no public bathrooms... yeah
