Technically no, you aren't allowed to just play with them. If you want to adopt one, however, you can in a meet and greet room. Or if you want to volunteer by walking dogs or cleaning the cat rooms. Don't worry, the animals get plenty of socialization through the volunteers. If you just want to play with animals, I suggest going to a cat cafe, dog park, etc :)
volunteer, the shelter needs help with dog walking, feeding the animals. they even have a reading program for young children to read to the animals. as long as you help out you get plenty of chances to play with the animals.
