I've seen people smoking there. They do ask you clean up after yourself so you might want to make sure not to throw cigarette butts on the ground.
Yes it is free smoking zone and bring your own food and drinks. Just do not block the drives or other spots in addition they are even cool with patrons bringing coolers but NO COOKING. Make sure to have a radio that is preferable digital.
