OK, Mike, I can only guess what you mean, but I will attempt to answer.. If, by those working for the city of Elyria downtown, you mean city government. And you're wondering why Midway Mall is slow to improve. The reworking of the intersection with route 57 was intended to improve traffic to the mall (and safety). The city has offered some incentives for business to move in, and the Mayor has published hopes, dreams, and her vision for a revitalized shopping mecca there, but ultimately the impetus relies on the owners of the property. They've had the property long enough that 'new owners' doesn't seem like an appropriate term. They need to establish a presence in the community and lay out their plans to the media so people can get on board. I will pass on working at the foundry, but I hope this helps
